EQUATIONS work across many parts of India has been in the areas of awareness building, research, campaigns and advocacy by identifying issues related to tourism & by establishing strong network alliances to work on tourism issues. EQUATIONS has attempted to respond to requests and support local groups in their endeavour for a form of tourism that is people-centred, equitable, just and sustainable.


In 1993 EQUATIONS supported field work in the Lahaul Spiti area. This gave us an understanding of the impacts of tourism development on local communities of these Himalayan regions and the fragile ecology of this area. Two research studies by independent researcher Shubendu Kaushik “Towards a tourism strategy in Spiti, in July 1993 and “The Blossoming of an Affair” in March 1994, threw light on the issues.

This engagement led to an important workshop in Shimla in November 1995. A joint initiative of the Department of Tourism, Government of Himachal Pradesh, State Council for Science, Technology and Environment Himachal Pradesh, International Centre for Integrated Mountain Development (ICIMOD) Nepal, NYAMSO- Spiti and EQUATIONS, the workshop was titled “Sustainable Tourism Initiatives in Himachal Pradesh”. It was an attempt to bridge the gap between various players – developers, local people and policy makers.  A space for the local concerns to be voiced and caution against haphazard and unbridled growth of tourism were the themes.

Many years later, in 2005, we began to track news of a large tourism project in Kullu district and heard of local movements protests about it. While our direct engagement in Himachal Pradesh was low, we contacted friends from our network of activists and researchers to find out more about the situation on the ground. Manshi Asher an independent researcher helped us with the primary data on the fact finding , which we did in collaboration with local groups, about the  proposed 300 million USD Himalayan Ski Village Project. The report reaffirmed the serious concerns that the peoples organisations and movements were raising since 2005 about this mega project, with respect to the Memorandum of Understanding (MoU), absence of democratic consultation and informed consent of local communities, and disregard for the environmental, economic, political and cultural impacts. Our report (in English and Hindi) drew significant media attention. Strong and sustained action from the local groups has perhaps been an important factor for no further progress on the site.
