EQUATIONS work across many parts of India has been in the areas of awareness building, research, campaigns and advocacy by identifying issues related to tourism & by establishing strong network alliances to work on tourism issues. EQUATIONS has attempted to respond to requests and support local groups in their endeavour for a form of tourism that is people-centred, equitable, just and sustainable.
The coastal district of Sindhudurg represents an economically backward district where a tourism-led development strategy was emphasized for regional development. The declaration of Sindhudurg as a tourism district by the Government of Maharastra in 1997 and a Special Tourism Area (STA) by the Government of India was the first example of an entire district being selected for development focusing exclusively on tourism. The identification of tourism mega projects, industry status to tourism and the provision of myriad incentives to private investors include other strategies for fostering tourism development in Sindhudurg.
In 2001-02 EQUATIONS collaborated with University of Mumbai on study on Maharashtra’s tourism Policy, Coastal districts and Sindhudurg, with Dr Swapna Guha Baneerjee (then with Department of Geography University of Mumbai and now with Tata Institute of Social Sciences) as the Principal Researcher. The study analysed tourism development in coastal districts of Maharashtra with special emphasis on the special tourism area of Sindhudurg. Ilika Chkravarty of IIT Mumbai researched this also as part of her doctoral thesis finalised in 2004 “Tourism as a Development Strategy: A Case Study of the Malvan Taluka, Sindhudurg District, Maharashtra” and had consultations with EQUATIONS in the course of her research.
In December 2007, EQUATIONS was invited to present our research and analysis on the issue of Special Tourism Zones (STZs) in India at the 5th International Critical Geographies Conference held in December 2007 in Mumbai at the TISS campus. This was part of a session on “Valorising Regions, Modernisation and Land Usurpation”. As part of our tracking of Special Tourism Zone, mega tourism projects and SEZ developments, we have focussed on the Special Tourism Zone in Gorai-Manori-Utthan coastal area near Mumbai. Also on the scanner is the private “hill city” of Lavasa is located in the Western Ghats, near Pune and Mumbai. The city is coming up on eight large hillocks that surround the Varasgaon Dam Reservoir. Spread over 25,000 acres of land the project has defied all norms of environmental impact assessment, local people’s rights, adivasi rights and equitable and sustainable tourism.
