Expressing its serious displeasure at the rampant encroachment of heritage sites in Hampi, the Karnataka high court on Thursday directed the state government to submit a report explaining its plan of action on February 15 to evict the encroachers.

Hearing a petition challenging the illegal encroachments, a division bench of the court comprising Chief Justice JS Khehar and justice AS Bopanna observed that the World Heritage Site of Hampi was akin to Vidhana Soudha. However, the heritage sites had become ‘Choron Ka Adda’, it observed.

The encroachments in Hampi should be cleared, the court said and directed the government to submit a report on February 15 on how they plan to carry out the same. The court further observed that the encroachers had destroyed the heritage site.

Questioning the state government why the heritage site had been encroached, the court observed: “Will you allow people to encroach Vidhana Soudha? Hampi is like Vidhana Soudha for us.”

The bench sternly observed that “our objective is good governance. All encroachments at the heritage site should be cleared. As soon as one street of illegal structures is demolished, everybody will understand that you mean business”.

The state government counsel said that notices had been issued to the concerned people. “We want to maintain a balance in law and order.”

When the government counsel sought to reason it out that the encroachments were due to illiteracy and ignorance, the bench pointed out that when 15 acres had been provided to relocate encroachers, eviction should not be a problem.

“Does the state government require additional staff to clear the encroachments? We will deploy the extra staff but you (state government) pay for this,” the chief justice said.
