The cabinet on Friday approved a large infusion of Rs 687.06 crore for the Delhi Commonwealth Games for temporary fittings, fixtures and equipment amid reservations by senior ministers over the manner in which the budget for the mega event had ballooned in the past few months.

Sources said agriculture minister Sharad Pawar, supported by some other ministers, expressed reservations over the large sum of money being pumped into the games to be held in the Capital later this year. While the Organising Committe (OC) headed by Suresh Kalmadi proposed a budget of Rs 948 crore for “overlays” — temporary fittings, fixtures and “high-end” equipment required at competition and other venues, the cabinet approved a pruned proposal of Rs 687.06 crore as reported in TOI’s Friday edition.

Though the ministerial panel approved the budget for “overlays”, it seems now that the money will go to OC as loan and not as grant which Kalmadi wanted. The sports ministry had insisted that the money be a loan and not grant. Repayment of a loan of Rs 1620 crore — given to OC for the conduct of the games — has been already inked.

In the cabinet meeting, I&B minister Ambika Soni also wanted the money to be advanced to the OC as loan and finance minister Pranab Mukherjee tilted towards endorsing the views expressed by the sports ministry. The final decision on it will be taken later. This amount will be in addition to the Rs 2,296.43 crore allocation made for the Games in the Union Budget for next fiscal.

OVERLAYS LOWDOWN: The money will be spent on marquees, tents, temporary structures for tickets booths/spectator services/ security checks, porta cabins, furniture and fixtures, temporary partitions, look and images, public display system, Diesel Generating (DG) Sets, UPS sets, security and other fencing, washing machines/dryers in Games Village, containers, ice making machines, phlebotomy chairs etc.
