The World Social Forum (WSF) is a landmark people’s attempt at a global citizen’s forum. Initiated in Porto Allegre in Southern Brazil by the Worker’s Party, it quickly grew to become the focal point of people’s movements across the world. The WSF is now one of the major events on the world development calendar. The participants come from across the globe and represent the spectrum of development sector - from the grassroots farmer, to the ‘alternate policy expert’, to the various levels of implementation and advocacy. This richness of participation provided a unique opportunity to mainstream tourism as a development issue and to initiate a wider debate in the Fourth World Social Forum held in Mumbai, India.
