Orissa was the first Indian state to declare tourism as an industry. This was in 1986! EQUATIONS initiated networking with fishermen in Puri-Konark coastal area to understand more about tourism development plans and impacts. In 1987 we commissioned a study on “impacts of tourism on fishermen in support of peoples tourism” by Purna Chandra Jena, a fisherfolk activist. A workshop in Cuttack on “Tourism in India” in collaboration with the Orissa Urban Rural Service and one the next year in Hyderabad with the Centre for Environment Concern in which many participants from Orissa were also there, took the debate further. In the 1992-95 period we collaborated with the Orissa Krushak  Mahasabha against the Special Tourism Area  and tourism  development in the Puri Konark area.


We have continued collaboration with groups and fisherfolks movements in Orissa on coastal regulation campaigns. Mahua Memoirs came as the Dongaria Kondh tribe of Niyamgiri in their almost last battle to protect and preserve way of life and ecosystem against the rapacious greed of mining giant Vedanta. We have been involved in solidarity during and after our film Mahua Memoirs, with the adivasis of Niyamgiri on the legal battle against Vedanta, where material from the film was used as evidence.

We have also in the Puri-Konarak area been tracking the alarming growth of child sexual abuse linked to tourism since 2000. In 2002, EQUATIONS’ research team based on information we had from media reports and networking contacts, made a field visit to Puri, Konark and Pentakota, a fishing village near Puri where over 4000 migrant fishing families live near the beach. We established evidence of systematic child sexual abuse linked significantly to foreign tourists and also domestic tourists. In 2008, our detailed research on male child sexual abuse only confirmed our fears. Child sex abuse in these areas was thriving. NGO partners Peoples Cultural Centre, RUSH and PENCODE were actively involved in the research and in the media and advocacy workshops subsequently to demand systemic approaches by the government to deal with this terrible situation.
